It is intriguing why Ling ( Liong Sik ) had brought out the name of the former Prime Minister, Tun Dr. Mahathir Mohamad, specifically saying that the Cabinet meeting chaired by Mahathir had approved his (Ling) recommendation “to acquire the land” for the PKFZ project. 



Linksun Avenue Sdn Bhd’s acquisition of Berjaya Industrial Bhd in late 1996. Linksun Avenue was owned by Ling’s eldest son Ling Hee Leong, aged 27 with no business experience, who made a meteoric rise in the corporate world when he acquired Berjaya Industrial (later renamed Rekapacific Bhd) from business tycoon Vincent Tan for a whopping RM1.2 billion.


Is Ling trying to pass the buck by implying that it was Mahathir who must bear full and final responsibility for the RM4.6 billion PKFZ scandal?


Dr Mahathir has remained relatively silent on the scandal which could cost taxpayers RM12.453 billion.


However, Ling seems to have a very selective memory about the Cabinet decision on the acquisition of the 1,000 acres of land for PKFZ, claiming that he could not remember the actual price paid for the land. Is this credible?


As revealed in various media reports, the Treasury and the Attorney-General Chambers had proposed that the 1,000 acres be acquired by the government under the Land Acquisition Act at the market price of about RM10 psf but it was the Transport Ministry which insisted that the land be bought at RM25 psf for the PKFZ on the ground that it was feasible and self-financing and would not require a single ringgit of public funding.

Wasn’t Ling the Minister who was the strongest advocate in Cabinet for the purchase of the 1,000 acres for PKFZ for RM1.8 billion when the land had been bought by Kuala Dimensi Sdn. Bhd. For RM95 million or RM3 psq in 1999?





KUALA LUMPUR, Nov 5 (Bernama) -- The government was today asked to declassify all documents related to the Port Klang Free Zone (PKFZ) to provide a clearer picture on the scandalous mega project.




PKR strategic director Tian Chua (PKR-Batu) and William Leong (PKR-Selayang) in calling for the declassification said the real culprits behind the scandal might not only be confined to former Transport Minister Tan Sri Chan Kong Choy and retired Port Klang Authority general manager Datin Paduka O.C Phang.


The PKFZ created controversy when its cost of development ballooned from RM2 billion to RM4.6 billion.


On 2nd September 2009, the Public Accounts Committee (PAC) grilled former PKA general manager Datin Paduka OC Phang for more than 4 hours at the Parliament House.



PAC Chairman Datuk Seri Azmi Khalid and wife, Datin Seri Normala Samsudin. ex-TV3 presenter of Nona, who was once voted the most beautiful Malay woman.




Conclusion: PAC chairman Datuk Seri Azmi Khalid said the financial management of Phang and her team were “weak and poor”, but the most amazing thing he said was:
She doesn’t even know what we mean by cash flow projection.

The general manager of a multi-billion ringgit venture who does not know something that even small business operators regard as basic? Is such a thing possible?
